gnuradio-dev software package provides GNU Software Defined Radio toolkit development, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gnuradio-dev
gnuradio-dev is installed in your system.
Make ensure the gnuradio-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep gnuradio-dev *
You will get with gnuradio-dev package name, version, architecture and description in a table
